Sydney, Australia: Premier global contractor Multiplex has been appointed by Sydney Airport to deliver Early Contractor Involvement (ECI) works for Package 1 of Sydney Airport’s $3B+ Eastern Expansion Program (EEP).

Integrating the domestic and international airport terminals into a world-class precinct, the transformational project will support Sydney Airport’s growth with passenger numbers forecast to grow from 42 million today to more than 72 million passengers annually by 2045.

Unveiled as the cornerstone of Sydney Airport’s Master Plan 2045, it represents the airport's largest overhaul since the 2000 Sydney Olympics. The expansion future-proofs Sydney Airport and supports Australia’s global connectivity and long-term economic development.

By 2045, passenger numbers are forecast to grow by around 75% to more than 72 million annually, while freight volumes are expected to increase by 133% to more than 1.4 million tonnes a year. This growth is projected to contribute around $70 billion in total economic activity, a 56% increase on today, and support an additional 1,500 jobs each year.

The project will see the redevelopment of Sydney Airport’s Eastern Terminal and includes upgrades to the baggage handling system, additional car parking infrastructure and new freight and logistics facilities. New airside apron and taxiway infrastructure will also be delivered. Package 1 includes Terminals (T2 & T3), Aprons, Landside – P1 Car parks and Roads including associated enabling works.

Unlocking international capacity within the domestic precinct, the EEP project will improve operational resilience and runway efficiency while enhancing passenger experience.

Sydney Airport Group Executive, Planning and Delivery, Paul Willis, said: “Bringing Multiplex into the project at this stage gives us valuable construction and delivery expertise as we continue to develop the Major Development Plan.

“This is a highly complex project in the heart of a live airport precinct. Early collaboration between the airport, designers and contractor will help us test how the project can be built and staged safely and efficiently, while minimising impacts on passengers, airlines and airport operations.

Under the ECI, Multiplex will work alongside Sydney Airport, Design Consultants Grimshaw and Mott MacDonald and its stakeholders to drive integrated planning and design, identify opportunities and manage risk in preparation for delivery of complex infrastructure in a live operational environment.

By prioritising long-term relationships founded on trust, alignment, accountability and shared success, these early works will help prepare the future program for safe, efficient and cost-effective delivery.

The long-term Collaborative Contracting Framework Agreement for the Construction and Civils (CCF) component of works unlocks a long-term partnership between Sydney Airport and Multiplex formulated to achieve early risk management and informed decision-making through a phased, performance-driven design and delivery model.

According to Multiplex, key construction challenges will include delivery within a fully operational airport and complex stakeholder management amid strong regulatory requirements. The operational airport environment requires careful management of aviation operations, passenger movements, logistics, site access, safety and security.

ECI works will commence in August 2026 with construction scheduled to start in 2027. Completion of the Sydney Airport EEP is expected in the early 2030s.
